No, Apple does not allow the “blocking” of iMessages. However, iMessages can be disabled if the Apple device is “Supervised”. Parents with a MAC can self-supervise their child’s Apple iOS devices and then use Netsanity to wirelessly hide the iMessaging app. Details on supervision can be found here.
